Abstract

Budgetary planning is the process of making budgets, forecasting, financial planning and allocating resources to ensure the sustainability of the operation of the University and to meet the academic standard set in the private university in Nigeria. This paper gives a review of the budgetary planning strategies, funding approaches and problems encountered by private Universities in Nigeria in view of the Budget Maximization Theory formulated by Bednarczuk which posits that the administrators of private Universities would seek to maximise the available budget so as to enhance the capacity of the institution to function efficiently. This paper reviews five budgetary planning processes that are well known: incremental budgeting, zero-based budgeting, performance-based budgeting, participatory budgeting and strategic forecasting, and argues how they facilitate effective resource allocation and institutional planning. It also addresses the funding approach of private universities, which is largely based on tuition fees, aids, endowments, consultancy services and commercial enterprises. The challenges reported are inadequate funding, dependence on tuition fee, inflation and economic instability, financial management, inadequate financial management skills, governance inadequacy and technological limitations. All these factors collectively pose challenges to accurate financial forecasting, strategic planning and effective utilization of the resources. The paper concludes that for the financial sustainability and future growth of private universities in Nigeria, sound budgetary planning strategies, diversifications of revenue sources, strengthening financial management capacity and promoting transparency and accountability need to be embraced.
