Safety of workers in any kind of construction activity cannot be underrated, especially in a country like Nigeria where a large proportion of the construction industry employs the working population and a large number of people are at varying degrees of risk to their lives and health. The study aimed to investigate the factors preventing effective application of safety and health policies amongst road construction companies; and methods of improving of health and safety on Lagos State construction sites. The study was conducted using a cross-sectional research design. 120 questionnaires were distributed at random among pertinent clients and construction industry professionals in the study area. Out of this, 80 valid responses were received. Data were examined utilizing correlation analysis and relative importance index. Findings showed that poor safety culture amongst employees and unsafe conditions culture amongst employees ranked first among the factors preventing the effective implementation amongst road construction companies in Lagos. Also, the work environment is ranked second, as the most effective way to improve worker safety. The result further showed that employing a safety manager on site is ranked third as effective method of improving workers safety on site. It was concluded that guaranteeing the construction company on site compliance with safety standards requires the enforcement of occupational health and safety regulations. To ensure that safety rules are adhered to and that plants, machinery, and equipment undergo regular maintenance, a safety manager should be hired and safety committees should be established.
